The Italian healthcare system in Puglia

Puglia's healthcare system is primarily public. There are also some private structures that contribute to care delivery and formally collaborate with the public system so that citizens can access these services under the same rules as public services. The healthcare system has been undergoing major reorganization in the last two years. Currently, healthcare service delivery is organized as follows: 49 districts are represented by six Local Health Authorities, which include 31 Integrated Health Community Centres, five second-level hospitals (with an average of 825 beds), sixteen first-level hospitals (with an average of 299 beds), and twelve basic hospitals (average 127 beds). There are two hospital trusts and two research hospitals. Health promotion aims to reduce disparities in health status and to provide equal opportunities and resources for all people to reach their full health potential.

Integrated care in Puglia Region


Puglia has been implementing the Integrated Care Model to improve the disease and care management of chronic patients since 2004. The Model is now in its 3.0 revision and is based on vertical integration of professionals and care settings (hospital and territory). This entails the development of specific healthcare pathways for pathology, the promotion of patient empowerment, the co-creation of digital systems to support the delivery of care to citizens and facilitate communication among professionals, better resource management, and more appropriate care delivery settings.

Self-assessment in Puglia Region


To reflect the different levels of the regional healthcare system (macro, meso, and micro) in Puglia, a diverse profile of stakeholders, including representatives from health and social care, citizen's rights representatives, General Practitioners, Regional Healthcare Managers, and others, were invited to participate in the self-assessment process. Using the SCIROCCO tool, all stakeholders were invited to complete an online self-assessment survey to provide their individual perspectives on the progress of integrated care in Puglia. The results of these individual surveys were represented in spider diagrams, which highlighted Puglia's strengths and weaknesses in integrated care. The spider diagrams below depict some stakeholders' perspectives on the region of Puglia's progress toward integrated care. Regional managers and clinicians tend to outperform citizens' representatives in terms of maturity progress. This can be explained by the fact that some services (for example, providing care information) are not easily accessible to citizens.

Regional Healthcare and Social Affairs Agency of Puglia, Italy


The Puglia Strategic Regional Agency for Health and Social Affairs (Italian: Agenzia Regionale Strategica per la Salute ed il Sociale; AReSS) is the regional government's healthcare, social affairs, and sports department's technical support. It has advocated for health innovation, research, and the internationalization of healthcare systems and social services.

AReSS is responsible for promoting research and innovation processes, as well as assessing project outcomes and results. It is also dedicated to Health Technology Assessment, internationalization of healthcare services, and relations with the EU.
